US lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the ACA, called Obamacare.
Growing Impact of Government Shutdown
The impact on Americans from the lengthiest closure of the US government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Democratic senators shared concerned responses to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."
Continuing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in exchange for a future vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the tax credits.
"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts indicated that the core of such a plan would remove the ACA's mandate that insurance companies cover individuals with existing health issues.
After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
